Understating a value looks like a saving of a few thousand rufiyaa. Here is the full list of what it actually costs.

We are asked to declare a lower value most weeks, usually politely and usually by somebody who has been told that everybody does it. The answer is no, and the reasons are worth setting out properly, because refusing without explaining sounds like timidity.

Start with what it is. Declaring a value you did not pay is a false declaration. It is not a grey area, it is not aggressive planning, and it is not what a good agent does for a favoured client. It would cost us our licence, which would end this practice and the eleven jobs in it, and no client's shipment is worth that.

Then the importer's side, which is the part people have not thought through.

You cannot claim on it. Cargo is insured on declared value. A consignment declared at a third of its worth that is lost, crushed or soaked pays out at a third of its worth, and the difference is not recoverable from anybody.

You cannot defend a query. When a value is challenged, the whole defence is the evidence of what you paid: the transfer, the price list, the correspondence. An importer with a genuine discount and good records wins those. An importer who has declared a figure they cannot evidence loses, and loses on every consignment of that product line rather than on one.

It compounds. A product line declared low once is a comparison point for the next time. By the eleventh consignment there is a pattern, and a pattern is what an audit looks for. The exposure is not the duty on one shipment, it is the duty on all of them plus what follows.

It is discoverable from the other side. Supplier invoices, payment records and the supplier's own export declaration exist, and none of them is in your control.

And it removes your best argument. The importers who get the best outcomes on valuation are the ones with boring, complete records showing exactly what they paid and why it was low. That reputation is an asset and it takes years to build and one declaration to spend.

What we do instead is duller and it works. We classify properly, which is where real money is legitimately won or lost. We check whether a concession or an exemption genuinely applies. We keep the evidence of what you paid, so a discount can be proved rather than merely claimed. And when a query comes and the value is right, we win it in four days with paperwork.

If an agent offers to reduce your duty by changing a number rather than by changing a heading, that is not a service. It is a liability with an invoice attached.
