Every delivery is against a paper docket. The receiver signs it, prints their name and their identity card number, and the docket comes back to the office the same evening rather than being photographed and filed by us. Where the instruction is that only a named person may accept, the rider waits or returns, and does not leave it with a reception desk however much easier that would be.
That waiting is why this costs 50 rufiyaa rather than 35. A rider standing in a lobby for eleven minutes is not delivering anything else, and a service that pretends otherwise quietly turns into an envelope left with a receptionist.
The office also asked for something we now offer generally: a monthly invoice with every docket number on it, so their own file references reconcile against our bill without anybody matching dates.
One refusal worth recording. We asked them to tell us when a document is a legal notice, because the handling differs and being told afterwards helps nobody. They now mark them, and we treat those as named person only by default.
