An island water project with an approved exemption on the plant, arriving as four shipments over seven months from three suppliers.
The risk in a project exemption is never the first shipment. It is that the goods which arrive stop matching the list that was approved, because a supplier substitutes a model, a spare gets added, and by shipment three the declaration and the approval describe different projects.
We itemised the approval against every supplier's packing list before anything shipped, and we held one shipment for four days while a substituted pump was added to the schedule properly. That was an unpopular four days and it was cheaper than the alternative.
We also keep the record of use and location, because goods under an exemption carry obligations for years afterwards and the project team will not remember in 2029.
