Sometimes the phone is beyond repair and the photographs are the only thing anybody cares about. That is a separate job with a separate aim.
We are not trying to make the phone work. We are trying to keep the board alive on a bench supply, sometimes with wires soldered straight to it, for long enough to read the memory onto a disk. On a board with a dead power circuit and untouched memory it often works. Where the memory itself has been under salt water it usually does not, and there is no cleverer second attempt.
The assessment decides which of those you have, and you will be told the odds in plain words before you spend the recovery fee.
What comes off goes onto a disk you take with you. We keep no copy, nobody here reads your messages, and the only thing we check is that the file count is not zero.
