Rice dries a phone slowly. Drying is not the problem; the salt and residue left behind on the board is the problem, and it goes on eating copper whether the board is wet or dry. Only washing the board removes it, and that needs the phone opened.

A board with salt on it usually works for a few weeks and then fails somewhere unrelated, because corrosion has been quietly bridging a circuit the whole time. Washing it while it still works is a clean, cheap job with a very high success rate. Washing it after it stops is neither.

Anything else would be invented. Two phones out of the same accident can be a cheap clean and a finished board and nothing but opening them tells you which. After the assessment you get one figure, one honest opinion about the odds, and nothing starts until you agree to it.

But go in with the odds. Perhaps a third of the boards other shops give up on can be brought back here, and the rest genuinely are finished. You are paying for the assessment either way, and for the written note that comes with it.

What it does not cover is a second, different fault on a board that has been under salt water, because on that board there was always going to be a next weakest point. We say so before you spend the money rather than after, and it is why the assessment gives you odds instead of a promise.
