The ward is not the city

Water, power, the roads themselves and the buses are city or utility matters. The desk will say which and give you the right office and its hours.

What a ward office is, in one paragraph

Kanduvai City is run by a city council. This ward has three elected members on it and an office of nine staff, and its job is the part of city business that has to happen street by street.

So the ward holds the resident parking permits, the household registry for these forty one streets, the lighting and drain fault list, the two play areas, the community hall, the ward level waste arrangements with the city contractor, and the street committees.

It does not hold the water, the electricity, the road resurfacing, the buses, the health centre or the schools. Those are city or utility or national matters, and half of what this desk does all day is telling somebody which one and where to go, correctly, the first time.

What people tell the desk

I used to lose a morning at that desk for a twenty rufiyaa letter. Now there are four queues, I stand in the right one and I am out in ten minutes. Somebody at the ward finally watched the room.

The drain was a city matter and the ward said so plainly, which annoyed me. Then they showed us how to put the reference numbers and dates together as a committee letter, and the city did the work in March.

Queue, appointments and what to bring

Do I need an appointment, or can I just come?

Letters, register copies, payments and bag sales are queue jobs and you can simply come. Numbers are issued from eight in four streams, and the letters stream usually runs at about ten minutes.

Permits, registry corrections and anything with paperwork are appointment jobs. Twelve slots of ten minutes between three and five, booked on this site or by telephone. Coming in for one of those without a slot means being given a slot for another day.

Which queue should I be in?

Stream one is letters and register copies. Stream two is payments and bags. Stream three is permits. Stream four is everything else, including fault reports that need the inspector and anything the desk has to look up.

Most of the waiting in this office is people in stream four who wanted a letter. The signs are at the door and any of the staff will point you.

What is the Saturday desk for?

Letters, register copies and payments, nine until noon, for people who cannot reach a counter on a working day. About seventy people use it.

It does not do permits, registry corrections, appointments or fault reports needing the inspector. The ward has twice decided against extending it, because the staff who cover Saturday are the same nine who run the weekday desk.

The thing I need is not the ward's. Then what?

The desk will tell you whose it is, give you the office, its hours and what to take, and where it can, telephone them while you are standing there.

Water, electricity, road resurfacing, the buses, building permission, the health centre, the schools, identity documents and land ownership are all somebody else's. Half of what this desk does is sending people to the right place the first time, and it keeps a list precisely so that nobody is sent round three buildings.

Parking permits renew in the first three weeks of January
